Office Information
This is an outline of my offices’ responsibilities as County Clerk:
- Help 50 county jurisdictions set their annual tax levies, and work with the State Auditor to get them certified to the County Collector.
- Process all Accounts Payables for 24 county departments, which includes checks processed for over 100 account lines, plus jury checks for the Circuit Division.
- Generate 1099’s for all vendors and report those to the IRS and the Department of Revenue.
- Clerk the County Commission Administrative Sessions and the Platte County Salary Commission meetings and keep official permanent record of those meetings, and make them available to the public by internet and intranet.
- Clerk the Board of Equalization meetings, both annual and monthly, and keep official record of those meetings. This includes sending BOE notices from the annual decisions to everyone who has filed an appeal with the Assessor.
- Responsible for creating an agenda for all meetings that are clerked by the County Clerk’s office.
- Produce all minutes of all meetings that are clerked by the County Clerk’s office.
- Keep all official and permanent records of county conducted business.
- Maintain all records of County Neighborhood Improvement Districts and certify all property owners within those districts to the bonding companies and the Recorder of Deeds.
- Conduct the election for the County’s representation to the LAGERS (Local Area Government Employee Retirement System) annual meeting.
- Calculate and certify assessed valuations to all county jurisdictions.
- Document Image all records of the County Commission and Accounts Payable, as well as all permanent records.
- Keep permanent record microfilming updated.
- Help with public requests for records research.
- Help persons apply to become a notary and swear them in on behalf of the Secretary of State.
- Calculate and bill all Railroads, Utilities and Airlines operating within the county.
- Do Railroad and Utility distributions to the seven school districts throughout the year after receiving distribution amounts from the Collector.
- Prepare Form 11 and 11a, which reports all residential, agricultural, and commercial property, as well as livestock and farm animals to the State Tax Commission.
- Prepare reports for the Department of Elementary and Secondary Education.
- Prepare reports for the State Auditor.
- Notarize documents for the public and for other county departments.
- Issue all county liquor licenses, auctioneer licenses and tow truck licenses for those businesses operating in Platte County.
- Attend and keep record of the Collector’s annual Delinquent Tax Sale.
- Prepare the 1309, 1310, and 1313 reports which certify the assessed valuations and amounts distributed to the Railroad and Utility companies.
- Prepare the abatements and supplements of back-tax collections to the Department of Revenue
- Prepare and send the abatements for each county jurisdiction so they will have an idea what to expect to collect taxes on.
- Prepare the road report to the Treasurer that shows what was billed within each road district from the Railroad and Utility companies.
- Coordinate all information from the Auditor, Collector, County Clerk and Treasurer that goes into the preparation and final printing of the County’s annual Financial Statement.
- Provide service and assistance to the general public as requested and needed.
